Scourge is just amazing for open world PvE, having it all on demand: Fear for breakbar, Heal with barrier, Condi cleanse and Condi damage on the F bars. You can choose Minions for Utility Skills too, making it easy to solo things. However, this might change soon though, necros are afraid the nerf hammer is coming.
Both have core builds for PvP, and they can provide key Boons without an Elite Spec. Guardian and Necromancer also have core builds for PvP. Core Thief is also decent in PvP.
