Ok so I have GTA San Andreas installed from Steam, did not play it for a while since there was no option for 1080p display setting and I tried to use a converter to "downgrade" to an older version but it did not start. Ok so I started it with the original .exe and there was a 1080p resolution option now, nice!
I have two windows installed (win 7 on disk c:\ and win10 on disk e:\) Win 7 - mouse spinnig, win 10 - mouse works. I am on windows 10 and I get the mouse spinning bug. reinstalled the game and nope , the mouse worked for a while but started doing the spin again after opening and closing the option a few times.

I got a fix buddy, do this: go into steam common folder, find the gata-sa.exe, right click, properites, compatibility, run in windows xp service pack 2, disable visual themes and desktop composition, run as admin. now everything works fine. It's not a Trojan, if it was it wouldn't be on the Steam Store and owned by thousands, I have done a scan of this game and it's clean, Kaspersky gives out a false positive for many games such as hl2.exe etc. I don't believe someone is family sharing it to you. The game used to support DirectInput controllers. The latest Steam patches added a sloppy XInput controller support. That said, you still need to rebind the buttons, you get no vibration, analog triggers and proper button prompts. If you don't mind waiting a bit yet, check out GInput Open the following directory: C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto San Andreas. Right-click gta-sa.exe and click Properties. Open the Compatibility tab. Set Run this program in compatibility mode for to Windows XP (Service Pack 3) and click Apply.
