There is no fps lock. Disable vsynch and you get more then 60fps. if your PC is good enough. I don't want get more FPS with vsync off, because i getting high temperature and 99% usage so i don't want to. Then use vsynch and play with 60.. Use MSI Afterburner/Riva Tuner, you can set any fps limit with it.

In the options category, click the L1 or R1 til you see the online play settings. I had the same problem and it's because my settings were set to LAN. So switch LAN to Playstation Network and you should be able to join
